A recent application for a Big Deal Pawn shop has exposed a weakness in Norcross’ special use requirements regarding pawnshops, title loan and check cashing facilities.

The city has placed a 90-day moratorium on any new special use permits for pawnshops while the ordinance is updated and on Dec. 1, the Norcross City Council voted to deny the request to locate a retail store/pawnshop in the Indian Village Shopping Center.

Proposed changes to the ordinance would prevent pawnshop/brokers, title pan shops or check cashing businesses within 1,000 feet of any residential zoning district, public or private school or college, church or other place of worship, library, daycare facility, public park or playground, massage establishment, tattoo studio, existing pawnshop, title pawnshop, check cashing or adult entertainment establishment.

Norcross will review the proposed changes at the city’s next work session on Jan. 5.
