Fulton Chief Appraiser Burt Manning told the county commission Wednesday that about 135,000 Atlanta property assessment notices contained inflated tax estimates, meaning that more than 40 percent of the notices sent countywide were flawed. Manning apologized, and said he and the assessors board still haven't decided if they should send new notices.

Commissioner Bill Edwards blasted Manning over an informational meeting with taxpayers Friday at the South Service Center, saying the location was too small and residents spilled out the doors, including seniors in wheelchairs. JOHNNY EDWARDS
