The Lilburn City Council recently approved a somewhat graphically worded ordinance prohibiting loitering and improper uses of public places.

The ordinance prohibits anyone from loitering or prowling at a time, or in a manner, not considered “usual for law-abiding individuals.” It notes that one sign for alarm might be when someone “takes flight upon the appearance of a law enforcement officer, refuses to identify himself, or manifestly endeavors to conceal himself or any object.” The individual will likely be arrested if unable to explain themselves.

The ordinance also prohibits loitering “for the purpose of engaging in the solicitation of sex acts,” and specifically prohibits sodomy and other sexual acts “whether resulting in orgasm or not, by manual or other bodily contact exclusive of sexual intercourse or by instrumental manipulation.”

Penalty for conviction can result in a fine of up to $1,000 or 60 days in jail, or both.
