Kennesaw City Council in a 1-4 vote Monday turned down a plan for an Islamic Center in a shopping center on Jiles Road. Council member Cris Eaton-Welsh, who voted for the Suffa Dawat Center, recommended stiplulations concerning traffic, occupancy and parking at the center. The final vote, that did not pass, was for a two-year land use permit without stipulations. The council had delayed a vote Nov. 17 after some residents opposed the center.
