Gwinnett Commissioners voted Nov. 17 to deny a special use permit for a tattoo and body-piercing parlor near the intersection of Duluth Highway 120 and Breckinridge Boulevard in the Discover Commons shopping center.

Although the area is already heavily developed, the request was seen as inconsistent with the policies and intent of the Unified Plan, and potentially in conflict with ongoing economic development and aesthetic preservation efforts of the Livable Centers Initiative and Civic Center Overlay District.

The area is also in close proximity to a residential community. A tattoo parlor could be seen as counter to ongoing efforts to maintain and promote the Civic Center Area.

The Civic Center Overlay District was approved to ensure the aesthetics and viability of the commercial areas surrounding the Civic Center and Sugarloaf Mills shopping mall.
