Each year, Duluth conducts a survey to compare salary ranges with 14 other local jurisdictions to determine the prevailing pay range for each position in the local market area. This survey helps ensure Duluth can attract and retain qualified and competent employees, avoid over-paying or under-paying employees, and keeps the salary structure technically up-to-date.

This year, 12 positions are being recommended to the Finance Committee for a change in pay grade. The changes are due to a continuing lag in Cost-of-Living Allowance and pay increases among the other jurisdictions, and Duluth’s effort to implement COLA whenever possible.

The recommended increases will represent a $17,156 impact to the FY16 budget. If approved at the next city council meeting, the changes will be effective July 1.
