In 2014, Duluth entered into an intergovernmental agreement with Gwinnett to design and construct sidewalks on State Route 120/Duluth Highway. Per the agreement, 81 percent of the costs to design, purchase right of way for, and construct this project will be borne by Gwinnett, and 19 percent by Duluth.
Phase I, a section of SR 120 to the east of downtown from Buford Highway and Claiborne Drive, was designed first. A total of nine bids were received with the lowest bidder, Ohmshiv Construction winning the job at a cost of $982,217.
Duluth will use SPLOST transportation funds to cover the city’s 19 percent obligation toward the project.
