Barbara Carstarphen, a dispatcher with DeKalb County’s 911 system, has been named 2011 Operator of the Year by the Association of Public Safety Communication Officials.
Carstarphen was honored dedication to the job, having never missed a day of work in 2010 while fighting breast cancer for the second time.
A senior operator and trainer, Carstarphan has worked in emergency communications for 12 years.
