Cartersville man wins $400K in Georgia lottery

A Cartersville man is celebrating a big Georgia Lottery win -- for the second time in five years.

Scott Rouen, 51, played the instant game called ‘$400,000 Grant' and won $400,000.

“I yelled out,” Rouen said. “It’s sweet.”

Airport Grocery, located at 19 Sunlight Road in Ellijay, sold the lucky top prize ticket. Rouen bought the ticket while visiting his wife at the business she owns in Ellijay.

“My wife gets half off the top,” Rouen said of his winnings.

He also plans to travel.

This is Rouen’s second big Georgia Lottery prize. He won $50,000 in 2007.
