In 2014, DeMontae Ware was strangled by his cellmate in the Fulton County jail.

Although violence among inmates is not unheard of, Ware’s death is striking because he should have been released months before he was killed.

At the time of Ware’s death, the Fulton County jail was under a decade-long consent order. It was overcrowded and understaffed, and with faulty locks on the jail’s cells, inmates could wander unimpeded.
