An administrative law judge ruled Monday that Ronald Mabra is not qualified to run for state House District 63 because he does not live in the district.

Judge Stephanie Howells ordered Mabra removed from the July 31 ballot, although Secretary of State Brian Kemp can overruleHowells' decision.

Mabra was to face Linda Pritchett and T.J. Copeland in the July 31 Democratic primary. Pritchett filed the residency challenge with Kemp's office.
