Fulton County Manager Dick Anderson has named three people – including a top state transportation official – to new executive positions as part of a continuing reorganization of county government.

Late Monday, Anderson named Todd Long the county’s chief operating officer, effective Oct. 1. Long is the deputy commissioner of the Georgia Department of Transportation. As COO, he will oversee the day-to-day operations of departments that provide direct services to county residents. He also will begin planning for a possible local transportation initiative that could go to voters in 2016.

Anderson also promoted Sharon Whitmore, currently interim finance director, to chief financial officer, a new post. She will oversee Fulton’s internal service functions, including information technology, purchasing and personnel.

Anderson also promoted Anna Roach, assistant county manager and chief of staff, to the new post of chief strategy officer. She will oversee various planning initiatives, including a detailed multi-year operating plan to implement priorities established by the Board of Commissioners.

Since he became county manager in March, Anderson has pledged to reshape county government, making it more efficient and more responsive to the public.

In addition to the new positions announced Monday, he has filled numerous vacant department head positions in recent months and plans to have a complete leadership team in place by August.
