A Buford woman was issued multiple citations after two neglected dogs were removed from her home, Gwinnett County police said Friday.

On Jan. 3, the county animal shelter received a complaint from a resident that a black dog had been running loose for days, police Cpl. Michele Pihera said.

The resident thought the dog, later determined to be a black lab, lived in the 1400 block of Railroad Avenue and had a hip injury, Pihera said.

An animal control officer responded to the location and secured the dog, police said. The officer found another dog, a pit bull, tethered to a tree at the home.

“The canine had no food or water and only had a plastic dog crate for a dog house,” the animal control officer wrote in a report. “The crate was full of water and mud.”

The dog’s 3-foot tether would not allow it to reach the crate, food or water, officials said.

The dogs’ owner, Elaina Green, was cited on two counts of neglect, one count of no restraint and one count of tether violation, Pihera said.

The dogs were taken to a veterinarian.

They are now at the animal shelter, where they "appear to be thriving,” Pihera said. “It is apparent by the before and after pictures that they are happy and gaining weight.”
