Police made two arrests and recovered a firearm in connection with a shooting Monday afternoon outside the Cartersville Division of Family and Children Services office.

Police said the suspected shooter and his alleged accomplice were caught during a traffic stop Monday night in Cobb County. Police also found a firearm they believed was used during the shooting at a nearby apartment.

“Through witness interviews and a coordinated response, the suspect in the shooting was identified as Mr. Stephen Jamal Herring of Cartersville,” Cartersville police Lt. M.E. Bettikofer said. “Ms. Amanda Nicole Young was also identified as a co-conspirator in the incident.”

The shooting happened about 2:15 p.m. Monday in the DFCS parking lot in the 40 block of Brooks Drive.

It was not related to the DFCS, police said, but the building was put on lockdown for nearly an hour.

“While we are still gathering information about the incident, we are grateful to report that no agency staff were injured or involved in the shooting,” Department of Human Services commissioner Robyn A. Crittenden and DFCS director Bobby Cagle said in a joint statement.

Crittenden and Cagle said counselors will help DFCS staff deal with trauma from witnessing the shooting.

The victim, Alex Flores, was at Cartersville Medical Facility with a gunshot wound to his leg. He was listed in stable condition.

Herring faces charges of aggravated assault, possession of a firearm during the commission of a felony and possession of a firearm by a convicted felon. He also faces outstanding marijuana sales charges in an unrelated case.

Young faces charges of false report of a crime, obstruction, party to aggravated assault and harboring a fugitive.
