Rome-based OTR Wheel Engineering, a manufacturer of off-road tires, wheel and assembly components and rubber tracks, said it has named Phillip Ford as chief executive officer.

The CEO’s responsibilities had been fulfilled by Chief Financial Officer Bob Owens, but the role is now separate, the company said. Ford became CEO effective Nov. 4. Owens remains CFO.

Ford, an MBA graduate of Georgia State University, is former president of Capacity of Texas, a major manufacturer of terminal tractors, which are vehicles used for moving trailers at warehouses and distribution operations. Capacity is based in Longview.
