A coalition of business and civic leaders is exploring a community improvement district to help make traffic better and beautify major corridors near Hartsfield-Jackson International Airport.

The newly formed Camp Creek Parkway Improvement Association, which is headed by developer Emory Morsberger, hopes to launch its own improvement district by July.

The organization plans to create a better-looking gateway outside the airport, an area that has seen a recent investment resurgence, including the new Porsche complex at the shuttered Ford plant.

Under the proposed Airport West CID, commercial property owners would tax themselves in a 12-to 20-square-mile area north and west of the airport in Fulton County. The money would attract grants and other funding to be used for economic development and infrastructure projects, said Morsberger, a veteran of several CIDs.

If successful, there are plans for a sister CID east of the airport, Morsberger said.

Main goals include creation of a brand and improvements to major interchanges. High on the list is a new “diverging diamond” intersection at Camp Creek Parkway and I-285 like the one where Ashford Dunwoody Road meets the Perimeter.

Similar CIDs have been successful in reducing crime and recruiting public and private infrastructure investment, Morsberger said.
