Talk on social media is pointing to this portion of Gov. Nathan Deal's proposed budget, which apparently foresees eliminating health insurance coverage for school cafeteria workers, bus drivers and other employees who work fewer than 30 hours a week.  From Page 137 of the governor's budget proposal:

12. Effective January 1, 2016, eliminate SHBP coverage for non-certificated public school employees, as defined in OCGA §20-2-910, who work, on average, fewer than 30 hours per week.

Our AJC colleague James Salzer touched on the topic in a Saturday report:

Sid Chapman, president of the Georgia Association of Educators, said Deal's plan doesn't do enough to help districts that have had to cut school days because of lack of funding. He also expressed concern that thousands of noncertified employees, such as some bus drivers, would no longer be eligible for the state's health benefit program as of Jan. 1. The governor's office said about 11,500 noncertified school employees would be bumped from the program.
