Good news! The state has $29 million up for grabs.
Bad news: There are a few (OK, a lot) of catches.
You've got to be a local government or community improvement district (AKA, a self-taxing business district like the ones around Gwinnett Place and Perimeter malls). You've also got to have an eligible transportation infrastructure project queued up. Think roundabouts or diverging diamond interchanges.

The State Road & Tollway Authority (SRTA) is offering the money in grant and loan funding through the Georgia Transportation Infrastructure Bank program, which is aimed at helping jump-start or finish important road and bridge projects. The application window closes on Oct. 5.
Since its inception in 2010, the program has provided $55 million in grants and loans, which has supported more than $200 million in projects.
