Q: What progress has been made to build a new animal shelter in DeKalb County? I was recently at the current facility, and it is deplorable. My understanding is that a new shelter will be located near Peachtree-DeKalb airport.

—Mary Walsh, Brookhaven

A: DeKalb County hasn't started construction on a new $8 million animal shelter, which will be built on 5.3 acres at 3461 Reeves Street in Chamblee, near Peachtree-DeKalb Airport.

The bid process on the 30,000-square-foot facility recently ended. The bids will be evaluated and sent to the Board of Commissioners for approval, spokesman Burke Brennan told Q&A on the News in an email.

“Once approved, a contract is finalized and construction can begin,” he wrote.

The facility, which could be finished by the end of 2016, Brennan wrote, will include (according to the county’s website):

  • Adoption and viewing areas
  • Operations areas for maintaining and feeding
  • Kennel areas with protective housing
  • Outdoor exercise area

The new animal shelter is on schedule according to the county’s timeline, which is at dekalbcountyga.gov.

Q: This is regarding the 116 ISIS fuel trucks destroyed by the U.S.: Who is buying oil from ISIS and where is it going?

—Dennis Fournier, Marietta

A: The Islamic State group, also called ISIS or ISIL, sells oil on the black market, or to middlemen, at a discounted rate.

The Islamic State makes an estimated $450 million a year selling oil illegally, The Wall Street Journal reported.

“The purpose of the strike was to help cripple ISIL’s oil distribution capabilities, which will reduce their ability to fund their military operations,” U.S. military spokesman Col. Steve Warren, a U.S. military spokesman, told the paper.
