Port Authority police were called to the plane but no arrests were made, WPLG reported.

The flight was supposed to leave at 3:52 p.m. but did not get off the runway until 11:30 p.m. because of bad weather.

Passengers said they were not offered water or snacks for at least two hours, WABC reported. Delta Air Lines denies this.

"Customers were offered both water and snack service while on the tarmac and were also offered the chance to take a bus back to the terminal, given the plane was parked on a remote pad for quite some time," Delta said in a statement.

The flight landed safely in Miami.
