Southeast Atlanta neighbors are on edge after they say two dogs attacked and killed a small puppy. Neighbors say this is the second one killed by the same dogs.
In a strange twist, the puppy's owner was cited for animal cruelty.
Family member tell Channel 2's Rachel Stockman that their Chihuahua was mauled on Mother's Day on Rhinehill Road in southeast Atlanta.
"They ate my dog up. They just shook everything out of him, everything was hanging out of him," said Virginia Broome, the puppy's owner.
Several neighbors pointed Stockman to two dogs that live at the end of the road.
It is not clear what breed the dogs are. Several neighbors say the dogs are constantly escaping the fence.
"They could probably chomp one of these small children up if they did what they did to that little dog," said neighbor Jaquetta Nelson.
In an unusual twist, Broome, the owner of the puppy, was the one who was cited and arrested for animal cruelty.
According to a police report, investigators say Broome refused to seek medical attention for the dog even though the puppy was visibly suffering.
"I didn't do anything wrong. The minute we saw the dog we knew the dog wasn't going to live. We called the animal control," Broome said.
Atlanta police say she also resisted arrest and was cited with obstruction.
"I wasn't resisting anybody. I just said I wasn't going no place, I wasn't going to jail," Broome said.
Neighborhood President Theresa Middlebrooks says the bigger issue is that the two larger dogs are still able to escape.
"I feel like something should have been done to the owner of those dogs that mutilated Mrs. Broome's dogs," Middlebrooks said.
The dogs' owner declined to speak with Channel 2 Action News about this story.
Fulton County Animal Control said they would cite the owner if someone came forward as an eyewitness.
Atlanta police dropped the state charges to city ordinance violations but Broome is still facing a ticket for animal cruelty.
