The living conditions at Creekside Forest Apartment Homes have drawn public outrage in recent weeks as officials try to get the south DeKalb complex cleaned up.

A judge this week issued a warrant for the arrest of the owner, Chester Meisel, after he didn’t show to a hearing on 338 code violations.

On Friday morning, DeKalb police responded to the crime-plagued complex, this time in search of Meisel. An officer pulled over a man driving down Ember Drive, but it was an Atlanta Journal-Constitution reporter, whom a 911 caller had apparently mistaken as the owner.
