The Smyrna City Council voted 5-2 on Aug. 19 to award a $45,000 contract to the highest bidder for architectural design services for the Smyrna Community Center.

Opposed were Councilwomen Susan Wilkinson and Maryline Blackburn who favored the low bid of $15,744 offered by Fitzgerald Collaborative Group.

Fitzgerald ranked second to Foley Design in the city’s evaluation of nine proposals.

“All of the firms provided excellent proposals and were well qualified for this task,” said Smyrna Purchasing Manager Kelly Brown in a July 22 memo.

Foley Design of Atlanta was the same firm that designed the center’s second floor restroom renovation and flooring replacement projects during 2018.

As a part of those projects, Foley Design also completed digital imaging of the center.

Of the nine firms that submitted proposals, Foley Design was considered the firm with the greatest knowledge of existing conditions and the most experience pertaining to the center’s renovations, according to Brown.

“Foley Design has completed many projects within the city, and we feel their firm will offer the best solution,” Brown said in the memo.

Foley Design will provide design, documentation and construction administration services for renovation of the current main level, men’s and women’s locker rooms, restrooms and shower rooms at the Community Center.

This project will be funded by the Community Development Block Grant (CDBG) from the federal government.
