An elected official has filed racial discrimination and sexual harassment complaints against a coastal Georgia city after she said an upskirt photo was taken during a closed council meeting and posted on Facebook, according to a media report.

Port Wentworth City Councilwoman Debbie Johnson said a council member took the photo of her “exposing between my legs,” the Savannah Morning News reported. She did not single out the council member who took the photo.

Resident Eric Steely told the paper he posted the photo, but did not take it, according to the report. Steely said he was told the photo was taken during an open meeting.

“I couldn’t care less about her complaint,” Steely said. “As far as I’m concerned, she wanted to get in this game — this is how it’s played.”

Port Wentworth is in Chatham County, about 250 miles southeast of Atlanta. Johnson became the first black Port Wentworth council member in 2014.

The practice of 'upskirting' — secretly recording a person's private parts in a public place — cannot be prosecuted as a crime in Georgia, the state's Court of Appeals recently ruled.
