The Secretary of State’s Office on Tuesday certified that Republican Tom Kirby won a special runoff election for state House District 107 in Gwinnett and Walton counties. Kirby received 52 percent of the vote, while Republican opponent Paul Smith received 48 percent in the March 6 runoff, according to the final results.
