A Putnam County judge decided a neglect case against a mother and her boyfriend is so severe that a higher court should decide on bond, according to Channel 2 Action News.

Both Gavin Evans and his girlfriend, Felicia Clements, will stay in jail.

Both are accused of neglecting Shakia Jackson, a 23-year-old woman who has cerebral palsy and cannot care for herself. Police found the 42-pound woman Monday on a soiled mattress, covered in bed sores, insects and feces, The Atlanta Journal-Constitution reported.

Monica Davis told Channel 2 her brother, Evans, is innocent of neglect and child abuse charges and those charges should be dropped.

Davis said her brother tried to get help for Jackson, but her mother refused to listen, Channel 2 reported.

“He even told her, but she didn’t do anything about it,” Davis said.

Both are also charged with child cruelty for making Clement’s other children sleep in the same room as Jackson.

As a judge read details of the case, Jackson took exception of the child cruelty charge, according to Channel 2.

“Only two kids left in that room,” Clements said. “The other little girl slept in the room with us. The little boy slept in the living room.”

Eatonton police, who found Jackson, are calling this one of the worst neglect cases they’ve ever seen.

Jackson was in stable condition Wednesday, being treated at a local hospital.

Clements and Evans will get another bond hearing before a Superior Court judge.
