The creation of a Holly Springs community improvement district to fund infrastructure improvements downtown is on the agenda of this week’s City Council work session.

A resolution will be discussed, seeking the assistance of Cherokee County’s legislative delegation during the 2017 session of the General Assembly, for legislation creating the district. The work session is to start at 7 p.m. Thursday at the Holly Springs City Hall.

A community improvement district, or CID, is called for in a Holly Springs online Q&A on its proposed Town Center project as a way to pay for infrastructure without raising taxes of existing residents. Town Center would be anchored by a new City Hall surrounded by residences, stores and offices. The city hopes to have a master developer in place by year's end, with a groundbreaking in 2017.

According to the Georgia Cities Foundation, a CID can raise funds for roads, parks, water and sewer systems and other services, by levying taxes, fees and assessments up to 2.5 percent of the assessed value of real property.

Community improvement districts in the metro region include those for downtown, Midtown, Buckhead and Hartsfield-Jackson International Airport, Atlanta; and Perimeter in Dunwoody and Sandy Springs, Cumberland around the I-75/I-285 interchange in Cobb County, and Gwinnett Place in Gwinnett County.
