In a recent interview with the AJC former Decatur mayor Bill Floyd said he believes, of the various annexation and new-city movements, Druid Hills into Atlanta has the best chance of passing the state legislature.

“It’s got some powerful forces behind it, including [Atlanta Mayor] Kasim Reed, Emory and the Druid Hills Neighborhood Association,” said Floyd, now the Director of the DeKalb Municipal Association.

That proposed annexation would take DeKalb schools Briar Vista, Fernbank Elementary and Druid Hills High (Avondale Estate’s public high school) into Atlanta. But during a public meeting last week, DeKalb County School Board Member Marshall Orson said the state constitution allows for intergovernmental agreements between school districts that would leave attendance zones unchanged.

“There are mechanisms [if annexation occurs],” Orson said, “to maintain the status quo with regard to the schools.”
