In 2018, Duluth executed a landscape lease agreement with Norfolk Southern for property extending from the Mathias/Streetsmarts building to the new library. The city recently came to an agreement with Norfolk Southern to amend the landscape lease allowing for additional paved parking use.

The newly leased property covers an area of about 43,875 square feet. Parking improvements in this area will add approximately 40 additional spaces of downtown parking and create a desirable circular traffic flow pattern.

The annual landscape lease is $600; amending the lease requires an amended annual payment of $3,000. The new annual payment will be due October 1, 2020.
