Dog owner arrested in assault captured on video

A man who allegedly assaulted a woman Monday in the Old Fourth Ward Park has been arrested, police said.

Louis Rivera, 53, was charged with simple battery.

The woman who was assaulted captured the incident on video using her camera phone.

The woman, who asked not to be named, said she and her friend were at the park with their children.

The man asked the group to find somewhere else to play because his dogs were there first, she said.

“His dog came up and licked my pregnant friend’s 3-year-old daughter,” the woman told The Atlanta Journal-Constitution. “I told him he needed to put his dogs on a leash.”

The man then allegedly began arguing with the two women.

When one of the women began taking a video of the man, he got upset.

“What you’re going to do, call the cops now?” he said.

That is when he approached her and knocked the phone out of her hand, according to an Atlanta police incident report.

As the women called police, the suspect started walking toward the Beltline, they said.

The woman who took the video posted it on YouTube to “circulate the video through neighborhood watch groups,” she said.
