Decatur has named Rhathelia Stroud chief judge of the city’s municipal court. According to Assistant City Manager Andrea Arnold, Stroud will be “manager of court, providing consistent organization day to day.”
She will oversee four regular judges, who get assigned to one specific court day apiece, Monday through Thursday, along with two alternates.
Last summer Decatur re-organized its municipal court. Previously each judge represented four different courts with four different sets of paperwork. The new system, Arnold said, allows for one manager in Stroud, a “consistency in paperwork, processing and procedure,” and should make the court run more efficiently she said.
Stroud has been on Decatur’s municipal court since 1999. A graduate of Georgia State University’s College of Law, she’s a DeKalb County magistrate judge and Diversion Treatment Court Director.
