Decatur will annex 12 “partial parcels,” or land partly in the city and partly in DeKalb County. City Manager Peggy Merriss said she mailed 24 letters with petitions and 11 property owners responded asking that their 12 properties get annexed entirely into Decatur. Annexation should become official Dec. 31.

Merriss isn’t sure when or why city boundaries were drawn to bisect a number of properties. Since 2011 the city has annexed by unofficial count 154 properties through residential petition, many of those partial parcels. Quite a few more remain, Merriss said, though she isn’t sure how many.

She doesn’t anticipate doing any more partial-parcel annexations until at least 2017.

The current annexation won’t add any children into the school system. Five of the properties already have children in Decatur schools (most of the properties currently in DeKalb are back yards), one has a private-school student, and six don’t have school-age children.
