Back during the real estate bubble, some properties in Vine City and English Avenue flipped like pancakes, changing hands as many as a dozen times in as many years. These days, not many people are still betting on the neighborhoods, which are close by downtown and the new Falcons stadium but pocked vacant and burned out homes.

Buckhead investor Rick Warren is one of the few. He's snapped up dozens of properties, landing himself in code enforcement court and at the top of the city's list of worst slum lords. Regardless of what happens to him, the question remains: Will Vine City and English Avenue ever come back?
