Avondale Estates hired Phil Howland as its first permitting concierge coordinator, a position created last summer in anticipation of increased development.

Howland’s duties include processing commercial/residential building permit applications, assisting those applying for permits and scheduling inspection requests. A Decatur High grad, Howland previously served nine years as city administrator for Pine Lake and two years as city administrator in Lithonia.
