Three DeKalb County commissioners are being accused of ethical breaches for voting against a candidate to serve as a temporary commissioner for the southeastern part of the county.

Commissioners Kathie Gannon, Nancy Jester and Jeff Rader face ethics complaints filed by DeKalb NAACP President John Evans and Lithonia resident Barbara Lee.

The commissioners previously opposed Interim CEO Lee May's first nominee to fill the southeast DeKalb commission seat, George Turner, but on Tuesday they voted for May's second nominee, Kathryn Rice. The seat remains unfilled after a 3-3 vote, with May breaking the tie against Rice.

Jester said the ethics complaints are frivolous.

“Just because someone doesn’t vote the way you want them to vote, that’s not grounds for an ethics complaint,” Jester said. “That is you voting your conscience as a commissioner.”
