Tip sheet: Red rover, red rover, let those last bills come over

Welcome to your Crossover Day edition of the Tip Sheet. Bills that have passed the House or the Senate by midnight will continue their journey toward passage. Bills that haven't passed a chamber can't be totally written off, though. Consider them  "mostly dead."

While the most controversial bills of the year beat the deadline with time to spare, we expect a handful of fights to play out today. Craft brewers (and beer lovers) will learn whether a watered-down version of Senate Bill 63 will make the cut. Right now our Legislative Navigator gives it a 31 percent chance of gaining final passage. The Senate will also debate SB 185, its own medical marijuana bill that is far more limited than the House version that passed last month.

The action starts in the House at 9:30 a.m. while the Senate convenes at 10 a.m. Both bodies have 24 bills set for floor debate, although the House almost certainly will add more as the day goes on.
