The memo that comes after a black Cobb County commissioner is tailed by an undercover cop

The AJC's Dan Klepal reports that when Cobb County Commissioner Lisa Cupid left a local hotel last week, after a late-night study session for the State Bar, she was followed home by an undercover cop:

Cupid was never pulled over by the undercover officer. She sped away from him just after he found out the car is registered to the commissioner and was being driven in her neighborhood.

Cupid says in the memo that she believes "this type of provocation is protocol" for the Cobb County Police Department.

Below is a memo on the incident drawn up by Cobb County Public Safety Director Sam Heaton. It incorporates much of the note (link is above) written Cupid and addressed to her fellow commissioners and others:
