Language from Senate Bill 1, which establishes a separate Department of Homeland Security, was attached to House Bill 452, which creates a database of unauthorized immigrants who commit felonies. On Tuesday, House members voted not once, but twice against SB 1, a top Senate GOP priority. The bill passed the House Friday with 96 votes, five more than the necessary 91 votes to pass.
