State lawmakers will be in session only three days this week, as they prepare for Crossover Day, next Monday.
On Day 30 of the session, if a measure hasn’t passed one chamber or the other, it generally doesn’t move at all. There have been important exceptions, but it’s a good rule of thumb.
Therefore, when it convenes at 10 a.m. this morning, the House will tackle a busy 17-bill calendar. The Senate, which convenes at the same time, has nine bills.
The Senate will vote on SR 415, a proposed constitutional amendment to freeze the state income tax. The bill is expected to muster the two-thirds vote needed in the Senate, but could have trouble in the House.
The real action will be in committees as lawmakers scramble to move their bills before Monday's Crossover Day deadline. Senate Judiciary will hear SR 6, which would allow for statewide grand juries. House Judiciary will take up HB 707, Jason Spencer's anti-Obamacare measure and HB 990, the GOP leadership's counterproposal.
H.B. 990 would require legislative approval for Medicaid expansion. Also to be considered: HB 772, the bill that would mandate drug testing for food stamps recipients.
