The dreaded specter of black ice will delay the start of state government and the Legislature Tuesday. The House and Senate will start at 11 a.m., an hour later than usual.

State government offices will open at 10 a.m.

The House will take up one bill: H.B. 172, which exempts from boating under the influence laws the use of homemade or inflatable rafts.

The Senate will consider two bills: S.B. 18, regarding the Technical College System of Georgia, and S.B. 62, which would remand game and fish violation cases to probate court.

The House Rules Committee, which sets the calendar, meets at 9 a.m.. Bills are starting to back up, so we might see more floor action the rest of the week. Senate Rules meets at 2 p.m.

Both fireworks bills, H.B. 15 and H.B. 110 are in a House Regulated Industries subcommittee at 9:30 a.m. in room 506 CLOB. H.B. 110 is the industry preferred bill. Expect strong push back, especially from Children's Hospital of Atlanta.
