Emory University's Alan Abramowitz pointed us to Gil Fulbright, a fake candidate for the U.S. Senate in Kentucky, who has produced what may be the best explanation for a paralyzed Congress since Schoolhouse Rock's  "I'm Just a Bill" entered rehab.
