An E! crew caught up with Olympic swimmer Michael Phelps on his way out of an Arizona Starbucks and asked him what it's like being the most decorated Olympic athlete ever .. where he plans to store his 23 gold medals .. how his baby, Boomer, and girlfriend Nicole Johnson, are doing whether he had talked to Ryan Lochte, whose drunken antics in Rio devolved into an embarrassing international incident.
