Alleged Gwinnett roofing scammer arrested again after new accusations

Richard "Scott" King scammed Gwinnett County residents out of money claiming to be a roof repairman, police said.

A year after Richard “Scott” King was charged with defrauding homeowners by claiming to be a roof repairman, police have arrested him for a second time on charges that he has been conducting similar scams.

King was charged with theft by deception, exploitation of a disabled adult or elder person and deposit account fraud in July 2016. He was released on bond on those charges on July 27, 2016.

He was arrested Aug. 12, days after police took out new warrants for his arrest on seven charges of theft by deception, two charges of exploitation of a disabled adult or elder person and one charge of deposit account fraud.

Gwinnett County police said that King “tricked” homeowners into paying up front for roof repairs that he never completed. When victims tried to reach King after they paid him, he refused contact and would not refund their money, according to a police press release.

People who claim they were victims of King’s fraud put up signs in their neighborhood, warning “Scott King equals roof fraud.”

A Gwinnett County Assistant District Attorney contacted the investigator in the 2016 case, notifying the police of “several” new victims. The new victims say they paid Scott for roof repairs that were never done. All of these cases occurred during 2017, while King was out on bond.

King was arrested Saturday after a woman called police and said King was following her around a Walmart in Buford and asking for money. King was gone by the time police arrived, but an officer stopped King near his home in Buford later that day and arrested him.

King is being held at the Gwinnett County Detention Center without bond.
