The minting of new cities around metro Atlanta could continue on Nov. 3. That’s when DeKalb County residents go to the polls to vote on creating the municipality of LaVista Hills. Advocates say it’s a way for citizens to buffer themselves from a problem-plagued county government. But one critic today says a new city still relies on the county for a multitude of services, and the best way to fix DeKalb is by tackling problems head on, not by running away.
