This is dangerous!
The streets in this area of the city are under construction while Atlanta's giant ferris wheel is being installed. This will likely take quite a few months. The horses feet slip on these metal sheets that are placed over the street. This could have turned out badly! I'm sure it happens all the time. We just happened to catch this.
