Several of state's athletic programs penalized

Every intercollegiate athletics team at Georgia Tech and Georgia exceeds NCAA minimums for academic progress.

Not so for some other in-state universities, the NCAA said Tuesday.

Georgia Southern and Augusta State men's golf and Kennesaw State men's track also were among the 173 Division I teams that lost scholarships for failing to keep enough of their athletes in school and eligible to play.

Other teams, including Georgia State men's basketball, were told they must shape up academically or face penalties next year.

Overall, 3.5 percent of Division I teams got a penalty or a warning. The NCAA shortened practice time for 21 teams that fell far short of the standards for two consecutive years. Those teams face a ban on postseason play if they don't do better next year.

Tech and Georgia's success was typical of schools in the power conferences. Only 18 of the 218 teams penalized or warned were from the ACC, Big East, Big Ten, Big 12, Pac-10 and SEC.

South Carolina and Tennessee each lost a men's basketball scholarship. The only other SEC teams penalized were Tennessee baseball (1.17 scholarships) and men's swimming (.02 of a scholarship) and LSU baseball (.34 of a scholarship).

The only ACC team penalized was North Carolina State wrestling (.99 of a scholarship).

In most sports, athletes typically receive less than a full scholarship. When the NCAA cuts part of a scholarship, it is cutting the pool of money for the team.

Other noteworthy penalties for schools in high-profile leagues: Washington State football (eight scholarships), Kansas football (two), Kansas State men's basketball (two), Southern California men's basketball (two), Seton Hall men's basketball (one), Purdue men's basketball (one) and Oklahoma State women's basketball (one).

The majority of the penalties and warnings went to lower-profile schools such as Cal State Sacramento, which led the nation with seven teams that ran afoul of the NCAA's academic standards.

Georgia Southern lost 3.51 football scholarships and .33 of a men's golf scholarship. Augusta State lost .23 of a men's golf scholarship, and Kennesaw State lost 1.26 men's track scholarships.

Unlike graduation rates, which are lagging indicators of a team's academic performance, the academic progress rate provides a more up-to-date snapshot. Teams run afoul of the NCAA's academic progress standards if, over a four-year period, too many players transfer, drop out or lose their eligibility.

Georgia State ranked among the bottom 20 percent of Division I men's basketball teams for 2003-04 through 2006-07. Athletics director Mary McElroy said the coach she hired in 2007 already has changed things.

"I think that Rod Barnes' hire is going to get us off that list and keep us off that list [of teams potentially facing penalties]," McElroy said. "He's involved in their lives very thoroughly. They've got to answer to him if they miss class or they're late to class."

The team had a 3.0 GPA the summer after Barnes arrived, McElroy said.

The NCAA projects teams meeting its minimum academic progress standard will graduate at least half of their players.
