The team did not announce terms of the deal, but his agent, Andy Ross of Octagon Football, said the deal is for four years.
Moore, who played at Missouri, is expected to compete for the starting job at free safety.
The Falcons have signed all of their draft picks except first-rounder Peria Jerry, a defensive tackle.
“William is happy to get the business part over,” Ross said. “He’s happy that he’s going to be in camp on time and ready to contribute to the team.”
