> Describe your education, training, and experience that qualify you for this position. Prior to my years with the court system, I worked for companies such as Ford Motors, National Distiller and Pepsi Bottler. These companies taught me the importance of universal standards, responsible use of resources, employee training programs and periodic upgrade of technology. I have served many years for judges, worked within the clerk's office and studied the strengths and weaknesses of the existing clerk's office staff. I know my skills and knowledge will make a difference.

> What will be your priorities during your term of office and how will you pursue them? My top priorities will be to:

close the Real Estate Recording Gap.

improve Customer Service and Employee Accountability,

implement a supervised 90-day training program for new employees.

These goals can be accomplished by concentrating more on indexing real estate transactions during non business hours and re-implementing rush recording. I will establishing quality assurance programs and insuring new employees are well trainied prior to working for the citizens of Fulton County.

> Why I'm running for office: I am running for Clerk of Superior Court because I want to continue to serve the citizens of Fulton County. > Describe your education, training, and experience that qualify you for this position. I have served the citizens of Fulton County for over 33 years. Joining the Clerk's Office in 1989, I climbed up the ranks by being promoted to Real Estate Division Manager and Financial Systems Manager before being appointed Chief Administative Officer during March 2002. In February 2007, I was named Clerk as provided by Georgia law. I have attended serveral Clerks' training workshops and received certifications. Prior to joining the Clerk's Office, I worked for the Tax Commissioner's Office and the Health Department.

> What will be your priorities during your term of office and how will you pursue them? I have listened to the needs of the community and would like to focus on the following: Enhance customer service by establishing a customer service unit to track and resolve all customer concerns; Utilize technology to improve efficiency of filing documents by expanding e-filing of court documents; Educate the general public of the role and services offered by the Clerk's Office by establishing a community outreach program; Obtain the additional resources required to enhance mandated services by presenting the needs to the policy makers.

> How would you enhance the accessibility and availability of court records? I will enhance the accessibility and availability of court records maintained in the Clerk's Office by working with the stakeholders including the Judges, District Attorney, Public Defender and Sherriff to implement the new Criminal Justice Information System. The new system will enable the information to flow electronically through the departments and provide easy access to the public via the web. In addition, it is my goal to have real estate records available on the web.

> Why I'm running for office: I am running for Clerk of Superior Court, because I believe in Ghandi's legendary words - 'We must become the change we want to see.' I believe that the office that serves as the official place of record for all court documents should be easy to work with. After a decade of legal experience in Fulton County, the past six of which I have spent working in the Clerk's Office, I have witnessed workflow inefficiencies, service deficiencies and poor employee training.

> Describe your education, training, and experience that qualify you for this position. I hold a B.A. degree in Communications from Clark Atlanta University.

For the past 6 years, I have worked in several departments within the Clerk's office. During this time, I have become proficient on many of the office's systems and trained on a variety of workflow processes. Prior to joining the office, I worked as a File and Records Manager for the law office of Arrington & Hollowell. I had frequent interactions with the Clerk's office as a customer and quickly learned the importance of customer service.

> What will be your priorities during your term of office and how will you pursue them? Improving the service that the office delivers is my top priority.

To achieve this goal, I will:

'Establish a culture of accountability by communicating clear objectives and establishing metrics that measure performance to the goals

'Expand electronic access to court records

'Increase focus on employee satisfaction and productivity by introducing a redesigned training program that is more effective than current practices

> How would you enhance the accessibility and availability of court records? The court's records are the public's records and I sympathize with the public's frustrations with current processes. I will implement a system available in neighboring counties that provides internet access to real estate, criminal and civil records, eliminating the need for time consuming and costly trips to the courthouse, while maintaining the privacy of sensitive information. The system will also reduce the current real estate document filing gap down to 5 business days.

I bring fifteen years of experience, knowledge, while working various positions in the Fulton County Sheriff's Office: the jail, courts, court security and warrants service division. My work experience consist of on-going annual training of 40 hours classroom instructions on policies and procedures. This includes daily updates in the operation of the department in role call training.

> What will be your priorities during your term of office and how will you pursue them? As Sheriff, by implementing new policies to mandate the jail budget and correct the on going problems that stagnate the understaffing and crowding of the jail.

> Given the issues the office of sheriff has faced in recent years, what would you do to return stability and normalcy to the office and assure citizens that safety is your number one priority? By increasing the staff and supplying adequate equipment and training will ensure the safety of the community, and assist in detering crime. The citizens of Fulton need quick solutions to the on-going problems. The citizens of Fulton county do not need another sheriff who will be paid on-the-job training for the next three years, before they understand how to do the job they were elected to do.

Develop & implement a comprehensive courthouse security plan. Will use Sheriff's Office as a force to improve communities, continuing my practice of protecting our citizens, reducing recidivism & youth criminal activity.

> Given the issues the office of sheriff has faced in recent years, what would you do to return stability and normalcy to the office and assure citizens that safety is your number one priority? The key is managing & accounting. Employees must be held to performance standards, given clear directions & held accountable to meeting expectations through performance appraisals. Recruitment, training & evaluation must be top priority. Employees who can't perform will not remain. Employees must have a fair & objective testing system, & an upwardly mobile career path to which they can aspire. A staff that operates proficiently will assure all of the safety and security of jail & court.

> Describe your education, training, and experience that qualify you for this position. I graduated from D.M. Therrell High School and have spent the past 20 years employed as a Fulton County Deputy. During my tenure, I have achieved the rank of Sergeant. I currently have more than 1000 hours of training from the Peace Officer Standards and Training Council of Georgia.

> What will be your priorities during your term of office and how will you pursue them? In order to protect the public, we must address the current revolving door system that exists for criminals who pass through the Fulton County jail. I believe that we can achieve this goal in two ways; we must comply with the Constitution of Georgia that states a chief magistrate should be elected by the voters secondly, we must provide an adequate jail facility to house criminals. I am aware of several instances in which criminals were released from jail on signature bonds, with other pending felony cases.

> Given the issues the office of sheriff has faced in recent years, what would you do to return stability and normalcy to the office and assure citizens that safety is your number one priority? The best way to return stability and normalcy is to restore the community's trust and confidence in the Sheriff's Office. It is my plan that each deputy, will be required to undergo new, first responders training on a continuous basis. Currently the concentration has centered primarily upon serving as detention officers and courthouse bailiffs. Little attention is given to our roles of serving and protecting the community. We must remember that Sheriff Deputies are full service county officers and that all of our skills should be maximized.

> Describe your education, training, and experience that qualify you for this position. 34 years in law enforcement. Before elected Sheriff, I was second-in-command of the entire Georgia State Patrol. As Sheriff: Greatly improved courthouse security and jail operations (3 years incident-free status); Implemented community patrols, north and south precincts, put inmates to work cleaning the community; Built courtrooms in the jail to increase safety and decrease transport costs; Developed a strategic plan to enhance the budget and increased staff by over 300 positions.

> What will be your priorities during your term of office and how will you pursue them? Keeping every citizen safe by strategically investing every resource we have to prevent crime. I will also continue the improvements at the courthouse, and will work to end the oversight of the Federal Court of our jail. This includes completion on time, and on budget, of the $55 million renovation of the current Rice Street jail facility.

> Given the issues the office of sheriff has faced in recent years, what would you do to return stability and normalcy to the office and assure citizens that safety is your number one priority? Under my leadership we have already restored the stability that was missing prior to my administration. I eliminated rampant corruption and morale is up thanks to fair treatment of employees. Favoritism is gone; corruption is gone; leadership you can trust is back! Plus, for the first time in history (under my leadership) every agency in the criminal justice system is now united and working together to ensure that every citizen is safe when visiting the courthouse.

I have the education, experience, and commitment to begin successful performance on the first day in office. As the former Interim Sheriff of Fulton County, I have complete knowledge and understanding of the mission and responsibilities of the Sheriff's Office.

> Describe your education, training, and experience that qualify you for this position. I have earned certificates from USC, FEI, and Harvard University which allowed me to develop management skills to lead a large complex agency. My training in leadership, management, and policy analysis through my management roles in the FBI and as Interim Sheriff provided the foundation for senior executive development. These skills will be utilized to manage the jail in compliance with federal guidelines, to securing the courts, ensuring that employees have the tools and support they need, and to seek input from the community as appropriate.

> What will be your priorities during your term of office and how will you pursue them? The priorities during my term of office will be to restore dignity and prestige to the Office of Sheriff, operate the Fulton County jail in compliance with the federal guidelines, formulate a courthouse security plan, ensure that warrants are served in a timely manner, and restore the Sheriff's reserves to a respectable force. These priorities will be addressed through the establishment of a strong management team in coordination with the federal, state, and county officials, and others as necessary.

> Given the issues the office of sheriff has faced in recent years, what would you do to return stability and normalcy to the office and assure citizens that safety is your number one priority? I would establish an organizational structure with a span of control. A command staff would meet once a week. My management style is open door with a delegation of authority. Once a strong management team is in place, the priorities of safety can be resolved. Through the media, public forums, and other communications, citizens will be provided with information that the safety priority has been achieved. I understand that a good leader accepts responsibility for the Office of Sheriff and is accountable for the success or failure that results.

To spend wisely and appoint a fiscal management team with the ability to carefully and responsibly manage public resources.

My administration will be built on the principles of discipline, accountability and efficiency. I successfully ran the Fulton County Jail Annex in Alpharetta. I can use the same management skills to fix the Sheriff's Office. I have recruited a professional team of managers with the necessary training and experience to tackle the problems. A new sheriff, one that values competency and integrity above any other consideration, will improve the morale and performance and restore community trust.

> Describe your education, training, and experience that qualify you for this position. I am the most qualified leader on policy and affairs in the FCSO, with 17 years of Sheriff based expertise in corrections, judicial operations, law enforcement, labor-management academy instruction and media relations. The all important qualification is that I used this vast knowledge to defeat legislation aimed at abolishing the authority of your Sheriff.

> What will be your priorities during your term of office and how will you pursue them? Among the 10 candidates for Sheriff, only I have a published plan of action. The plan, which I call the Community Sheriff Initiative, can be downloaded from the website and shares a vision for the first 100 days of my administration under the COMPSTAT Management System. Beginning on January 5, 2009, my priorities are transparency and accountability to protect law abiding citizens and bring the criminal element to justice.

> Given the issues the office of sheriff has faced in recent years, what would you do to return stability and normalcy to the office and assure citizens that safety is your number one priority? Stability and normalcy are dependent upon a motivated workforce guided by competent management. Additionally, I believe the citizens should understand how we operate. I will open monthly compliance meetings to the public so they can observe responsible Sheriff commanders being held accountable for superior performance through no-nonsense COMPSTAT reports.

> Why I'm running for office: I am running for office in order to continue serving the public by keeping the tax collection rate high so all taxpayers benefit from a low taxing rate; to continue the transformation of the tax office into one that is convenient and easily accessible to all Fulton County residents; and to continue using common sense and my knowledge of tax laws to balance the demands of the office of Tax Commissioner and obligations to taxpayers.

> Describe your education, training, and experience that qualify you for this position. During my twelve years experience as the incumbent Fulton County Tax Commissioner, I have drawn upon my mathematical background for depth and breath of analytical skills and my twenty five years experience as an IBM manager and executive to analyze tax data, thereby improving collection efficiency. I am an experienced operations manager, well grounded in the tax codes and laws of the State of Georgia. As Tax Commissioner I have improved collections, office operations, and employee morale.

> What will be your top priorities during your term of office and how will you pursue them? The top priority is to continue the modernization of tax offices for better service and convenience to citizens. The Alpharetta and Greenbriar offices have been remodeled. Work on the modernization of the South Service Center is underway, followed by the North Service Center. Ongoing professional customer service training of employees will continue. Funding has been requested for telephone technology and staffing to lessen telephone wait times.

> What improvements, if any, in either technology or efficiency need to be made in the offices of the tax commissioner? All tax information has now been put online and is accessible to taxpayers. All property and motor vehicle taxes can now be paid online or by telephone using a major credit card. These two major improvements have been completed. Queue systems to facilitate handling long lines that sometimes occur on deadline dates and technology to improve telephone wait times are on the list of pending improvements.

Past Chairman and CEO of Global Services, Incorporated, An organization I created for the purpose of supplying goods and services worldwide. My educational background includes a thorough concentration and understanding in areas of economics, real estate, real estate taxes, business law, law,global marketing and computer science. I was part of the team that wrote the "Acquisition and Relocation Procedures" for the first airport expansion in Atlanta under administration of Mayor Maynard Jackson.
