A DeKalb special grand jury investigating county contracting could finish its business today and issue a report. The panel of citizens have spent the past year looking at contracts within DeKalb's water department. But in recent weeks the probe has widened to look at campaign contributions to DeKalb CEO Burrell Ellis and contracts DeKalb awarded to companies represented by Ellis' former campaign manager Kevin Ross. Search warrants executed on Ross and Ellis sought evidence of bid rigging, fraud and bribery, among other crimes. The special grand jury cannot hand down indictments.
