Limit tax giveaways to poor counties
The Atlanta Journal-Constitution
State and local governments should be forbidden by law to offer financial incentives for development north of I-20 and within 50 miles of the Atlantic Ocean. We know that North Georgia and the coast will grow. Development will come. Not a dime of incentives extracted from taxpayers should be used as a lure in either area.
For example, Great Wolf Resort has announced plans to build a 400-room resort and conference center on 20 acres at Lake Lanier’s Mary Alice Park, including a for-guests-only indoor water park. The city of Cumming pledged $10 million in incentives for the project, the state added $6 million for road work and Forsyth County pledged $5.1 million for road improvements, for a total incentive package of $21.1 million.
(The county doesn’t have the money, but will ask for the $5.1 million in a project list for a proposed special-purpose local-option sales-tax referendum in February.)
Those incentives are absolutely unnecessary. Between 2000 and 2005, Georgia ranked third in the nation in population growth. Nationally, the population grew 5.4 percent; Georgia grew by 11.6 percent, outpacing traditional Sun Belt boom states of Texas (10 percent) and Florida (11.2 percent). As the good fiscal conservative, State Sen. Jeff Chapman of Glynn County observes, too, incentives are often given on promises that companies or developers will deliver certain things, but “typically there’s never any follow-through to validate if all those things promised come to fruition.”
Georgia should always remain business-friendly, but we’re no longer a beggar state and should stop acting like one. The emphasis now should be on managing growth and using financial incentives to direct it to areas where growth is sorely needed.
The state already has a tier system of counties ranked on jobs, income and growth potential. Tier 1 counties are the 71 neediest, based on 36 months of unemployment data, per capita income and the percentage of residents living in poverty.
The second tier are those ranking between 72 and 106. Tier 3 comprises the next 35, while Tier 4 counties are the state’s 18 most prosperous counties. For the most part, Tier 4 counties are in Metro Atlanta and points north. Together, tiers 3 and 4 would include most of North Georgia and the coast. Fulton is, however, a Tier 3 county, though the northern parts are well off. Some tweaking of the formula may be necessary so that within Tier 3 and 4 counties, growth incentives could be limited by census tract.
Taxing existing businesses and residents in hopes of luring businesses from somewhere else is, frankly, a practice that governors across the South should agree to abandon. In rare instances where incentives are essential, the incentives should be reserved for Tier 1 and 2 counties where growth is not assured. Tax giveaways are not necessary in either North Georgia or along the state’s coast, and should be ended.

Not only did the Bush Administration out a covert intelligence officer working on the most sensitive national security issues in a time of war, but when that officer faced a direct threat to her life and her family’s safety because of that public exposure, they did not do a g******* thing to help.

Good morning all. I have no problem with politicians giving away as much money as they wish, so long as they are not spending taxpayer funds. I suspect, however, when they “offer incentives,” they are generally not spending their own money. On the scale of intelligent government expenditures, corporate welfare ranks low. Are there counties so poor that it makes sense to spend government funds to attract private employers? Maybe I can rationalize upgrading infrastructure - roads, internet/communications, perhaps education vouchers if the general population is really stupid (maybe target blue census districts for vouchers.) I am less enthusiastic about more direct “incentives.”

Well, I don’t know that I agree with Wooten. Up here in north Forsyth County we need a NASCAR track and I don’t see nothing wrong with using some state tax breaks to get us one. Right now we have to drive all the way down to Hampton just to see a race. Just think of all the gas us rednecks waste and the beer and whiskey tax money the county don’t get because we have to go someplace else to see Dale Jr. and Jeff and the whole bunch of Great Americans.
And we need a 4-wheeler trail. Just get on the road some weekend and watch how many pickups you see with 4-wheelers in them because they got to go someplace else to run them. We could be tearing up our own woods instead of somebody elses.
If we got money to throw away on Those People and doctoring for kids we got money to give Private Innerprize to build some things everybody can use. Like jbmlaw says its 100% certain everybody is going to die so why spend money on keeping them alive when we could use it for something everybody could enjoy?
Anyway, the state is real stupid about using tax breaks. Take that auto plant over near Columbus. The state give away a boatload of money just so a auto plant could be built that give jobs to people from Alabama. Just think of how proud you would be if you had visiters and could take them to a NASCAR track right near where you live. And you could tell them about the history of Forsyth and how we went and took the Last Stand against Hosea and a bunch of Those People that tried to invade us.
I hope everybody watched the Republican debates on Fox News last night. They sure are scared of this Hillary person. She must be as nasty as Sister Dusty to have them all talking about how bad it would be for America if she got elected. I got the impression she’s got some Male Equipment underneath that skirt and plans to use it on them and then use a knife to make them able to sing in a boys choir. They mentioned Hillary about 1,000 times and nary a word about bin Laden or the other towel heads.
Anyway, I don’t got much time. The Baptists sure made a wreck out of the bars I deliver to. Sunday must of had some powerful dry sermons. Have a good day everybody.

jbm, I too was wondering what you’d make of loopy Ron Paul’s proposed, new and improved mega-FISA. getalife posted it last evening, near the end of the string.
As to Jim’s column, which IS on a smart and timely topic, my bottom line is that it would take regional governance that’s real. I can think of places where they have that: Seattle, Boston, San Diego. But in greater Metro Atlanta we’ve got divided gubmint, Rep. v. Dem. Not in this henhouse.
I hope Jim’s correct in today’s assumption: that restructuring public finance will do it. But gut sez must change governance simultaneously.

How much will a given development bring in, in tax revenues and [e.g. developer] fees? If they’ve got the (prospective) money to invest in the ride, then it’s OK to let them into the showroom and cut them a deal. As long as the dealer comes out ahead. Jim’s right that Georgia’s wheel have gone from a mondo-bondo skankmobile to a late-model sedan. The dealership could do with a reorg.

Wooten’s title has two meanings: Limit tax giveaways to poor counties? Does that mean lessen the amount of tax giveaways given away to poor counties, or focus all the tax giveaways only to poor counties?
The body of the article lets us know. But you really have to pay attention. Getalife, if you dont want to read and comment on Wooten’s article, then dont blog. Your smell-vision of reality is innappropriate and children should not be exposed to it. I think it’s just a shame that your mother didn’t raise you to be a nicer and more informed girl.

Dear Glenn @ 9:17, I remain unaware of, and frankly uninterested in, Mr. Paul’s privacy proposal. I have previously argued that government surveillance alone does not offend my sense of privacy. So long as we adhere to the traditional restrictions on government - that any information and derivatives obtained without traditional 4th Amendment protections shall remain inadmissible in any criminal action, and publicly undisclosable under any other circumstance – let the cameras roll. As these efforts are all used only to attempt to identify Islamists and preclude acts of terrorism, I hold no objection.
The hypothetical that some of my libertarian associates raise is, yes, but what if Hillary extends the surveillance to purely domestic opponents of her regime? My answer – I don’t care, we’ll use her anti-Americanism against her at re-election time. For now, I don’t think any rational person can object that any effort by President Bush’s administration to spy on Islamists offends any intelligent concern. I think we ought to have a court hearing before attaching monitoring devices to the ankles of suspected Islamists, but I am astounded that we are not endeavoring to so-attach devices.

In public finance they have a saying: “An auto mall is the grand slam of land use.” Refers to internecine warfare among local governments raiding the tax wealth of neighboring local governments. Restating your highlighted comment—when tax incentives/cuts are provided to some, then the rest of us have to make up the difference. We need to keep this in mind when analyzing any and all tax proposals coming out of the state legislature in the next session.

Trained flea, it means that if the statehouse takes away the counties’ play money, they’ll turn on each other with a new rapaciousness. It’s a sort of peckerwood game theory. Put yourself in their shoes. They don’t see things strategically; a local government’s perspective is by definition parochial. As players in the game of finance, they will respond immediately to the revenue loss by looking for ways to backfill the lost revenues. Since they’ll have to find sources other than the state, they’ll attempt to steal each other’s revenues, e.g. sales and parcel taxes and user fees generated by new development. The easiest way to lure or “program” new development in your county is to steal the neighboring county’s big-footprint commerce. Hence auto malls. There is no net gain for Georgia. Only more sprawl.

If you see such a structure as foreclosed by grafting among the good-ole’ boys who’ve given us a statesworth of strip malls and design-build tilt-ups with funny hats, then kindly (or unkindly) say so. By your reasoning, drawn from what you’ve said already regarding my beloved potbellied plutocrats, Jim’s a fool for floating this proposal at all.

I cannot fully express in words the fear that I feel after receiving so many unveiled threats of violence and death from tftt. I warned Wooten about this, and indicated to the AJC that a lawsuit is pending and imminent. For a while, it appeared that wooten had corralled this fiend, but I guess that was just wishful thinking on my part. We are at war with terrorists who threaten to kill americans everyday all day. The fear I felt on 911 is still with me, and when I read death threats from tftt, during this time of war, the fear is renewed, and I experience horrible episodes of 911 flashback and consternation and depression. I can only report it to the Homeland security, and initiate legal action against the host, AJC.
I have a family, and I am very afraid of some unstable blogger like tftt, who appears to be very adept with computer hacking, actually stalking me in person, and committing acts of terrorism. I have no choice but to take legal action, and urge the criminal courts to prosecute. You simply cant threaten to kill americans during a time of war. It’s just not acceptable on any level. I think it’s treason, but I’m not a lawyer.
I am very afraid, and I have been forced to live with this fear, which keeps me awake at night, for months and months and months because of this terrorist who attacks me on this blog every single day. I dont know who he thinks he is, but there is no reason for it, and I am not forced to take the legal remedies afforded all americans.

Yo JMBDUMMY, critizing jews is not and should not be forbidden, especially given the hundreds of billions of american tax dollars that have been diverted to Israel over the last three decades, and the fact that our problems with Arabs and Muslims stems directly from our fanatical support for israel. I do not see catholics, muslims, hindus or any other religion doing such policing. No, that’s not the definition of insanity. Have you ever heard someone say that? A person who does the same thing every day but expects a different result is insane?
Where did that start? I’ve heard that for over twenty five years.
First, nobody, but nobody ever tried the same thing over and over and expected a different result. And even if he did, he’s still not insane.
It’s like in high school, I kept trying to feel up my girlfriend at the drive in movies every friday night, and she’d stop me every time, and she’d say this over and over, “I would if I could, but I cant so I wont.”
So this one friday night I tried something new. I went up the sweater with my right hand, but instead of holding the duct tape over her mouth with my left hand like usual, I quickly went for the other teet and I’m still not sure, but I think I may have actually copped a feel that night, but of course, she goes, “I would if I could but I cant so I wont.” Well, I must have snapped because the next 47 years have been a blur. But I’m okay now…nyit nyizee, nyickee yo!
